As the venue of Expo 2025 Osaka-Kansai, we formulated the "Osaka's Vision for SDGs" to create new initiatives throughout Osaka, aiming for an "SDGs advanced city" that contributes to achieving the SDGs at the forefront in March, 2020.
【The priority goals】
The most important thing in progressively promoting the SDGs is that not only the government, but also all stakeholders including citizens, companies, and municipalities aim to achieve all 17 SDGs.
Moreover, in the Osaka's Vision for SDGs has positioned goals that have tough issues to be overcome and can contribute to the world as “priority goals” and Osaka will continue to cooperate with the various stakeholders to achieve these goals.
・Osaka will address not only the issues of the entire international community such as gender equality, human rights and climate change, but also Goals 1, 4, and 12 as the Goal 3-crosscutting issues. Aiming for the residents’ well-being, Goal 3 has been positioned as a priority goal related to “life” and livelihood, the theme of the Expo, and the next generation.
・Also, Osaka will expand efforts with Goal 11 as the other priority goal, aiming for the “well-being of Osaka.” Goal 11 can contribute to solving various problems in a well-balanced way while consolidating other goals.
・In promoting priority goals, Osaka will leverage strengths such as industries, employment, and innovation.

“Self-Analysis Model” based on the published “International Japan Evaluation (by the Sustainable Development Solutions Network or SDSN)” and "Domestic Evaluation (Local Government SDGs Index),” the current achievement points of the 17 SDGs goals are classified into four groups and analyzed.
It may contribute to promoting the SDGs and EBPM of other local governments.

【Osaka Prefecture's SDGs Initiatives】

In order to further promote the SDGs by local governments, the Cabinet Office's “SDGs Future City and Local Government SDGs Model Project” openly solicits local governments to achieve the SDGs, and selects those that have made excellent proposals as “SDGs Future City”.
This is a system where leading initiatives are selected as "Local Government SDGs Model Projects."
In July 2020, a joint proposal by Osaka Prefecture and Osaka City was selected as the “SDGs Future City and Local Government SDGs Model Project”.
This is the first case in Japan that a joint proposal between prefectures and municipalities has been selected.
