 Kindergartens

Kindergartens are established to help to lay the foundations for compulsory education and subsequent education, with the objective of providing daycare for children in an appropriate environment for their healthy growth and furthering their mental and physical development.

The Osaka Prefectural Board of Education is promoting the enhancement of the capacity of kindergartens, nurseries and Certified child Gardens, based on "early childhood education promotion guidelines", which shows the direction and measures to continue to promote early childhood education further, while obtaining the understanding and cooperation of the municipality.

Elementary and Junior High Schools

The Osaka Prefectural Board of Education works together with municipal boards of education, engaging proactively in improving children’s academic abilities and a range of other educational issues with the aim of supporting the studies and development of Osaka’s children while working to create schools in which all children can be understanding of one another and enjoy learning together.

(1) Initiatives to improve academic abilities
 〇The Osaka Prefectural Board of Education is working on improved strategies for teaching methods to fit individual needs, including smaller class sizes of 35 students in the first and second grades of elementary school and teaching children in smaller groups of differing levels at grades 3 and above.
 
 ○ The Osaka Prefectural Board of Education and the municipal Board of Education work in cooperation to make the support for the junior high schools working on academic improvement, by placing teachers in charge of the efforts.

(2) Initiatives to cultivate richness in humanity
 ○The Osaka Prefectural Board of Education is trying to foster children’s dreams and visions based on cultivating their richness in mind and bringing them up to become adults capable of acting on their own responsibility and  promote education for raising children’s sense of responsibility and respect for rules and models.

(3)Measures to deal with bullying , violent behavior  and school non-attendance
 〇In order to give a precise guidance and a support depending on the individual situation of the children or students , the Osaka Prefectural Board of Education is trying to enrich the function of the school for solving the problem by collaborating with relevant institutions and placing clinical psychologists and other professionals at schools.

 ○The Osaka Prefectural Board of Education is trying to make a guideline for the schools how to deal with the inappropriate behavior of the children or students in every five phases depending on the seriousness, which can lead to protecting the victims and instructing the assailants.
